Under the direct supervision of the Head of Systems and Operations/ Country Director, the Finance Manager is responsible for mission economy, mission’s compliance with PIN and donors’ financial and admin procedures and policies. Finance Manager directly manages a small finance team and continuously works on its capacity building.

Duties & Responsibilities:

Financial Management

As a member of the Country SMT:

·         quickly develops strong knowledge and expertise of PIN systems, policies, and procedures;

·         Responsibility for overall country program economy (preparation of operational budget and its regular update, cost allocation planning, proper budgeting, cash flow and cost efficiency monitoring, FX rate risk, etc.)

·         ensures that relevant accounting, financial and administrative management procedures and systems of the country program are in place and used appropriately;

·         provides training of these procedures and systems to project and support staff;

·         ensures that project and country spending monitoring tools are updated and available;

·         monitors project spending and sends early alerts if spending issues;

·         prepares with program leads the expenditure forecasts;

·         prepares internal and donor budgets’ realignments in line with policies and procedures;

·         provides regular financial overview and updates to country and project management;

·         prepares financial and project reporting to the donors and HQ;

·         verifies, corrects, and approves financial and expenditure reports of PIN project partners;

·         manages cashflow of the country program and submits timely and sufficient fund requests;

·         ensures that all transactions are properly accounted for and the financial systems are maintained, under all procedures and controls;

·         plays a key role in expenditure verification, statutory and project audits (either internal or external); and

·         prepares budgets of new projects.

Accounting

·         responsible for integrity, accuracy, punctuality, and completeness of accounting data;

·         responsible of the quality of bookkeeping;

·         Responsible for the quality of posting and documentation of accounting transactions;

·         administers completion of regular accounting closure operations; and

·         ensures that all accounting issues and concerns are administered and acted promptly and responsibly.

Compliance

·         makes sure that PIN Philippines complies with all obligations towards local authorities;

·         ensures timely submission of the SEC reports;

·         ensures that PIN’s registration in the PHL is valid and remains active;

·         obtains any business authorisations;

·         ensures registration and compliance with local administration: SEC, PhilHealth, SSS, …

·         examines irregularities and non-compliance issues and ensure that findings are recorded and followed up with management so that issues can be rectified;

·         ensures quality and completeness of project documentation

·         sets up archiving rules and ensures they are implemented;

·         performs regular checks on proper archiving of accounting, procurement and HR documents; and

The AP Payments Processor is responsible for the timely, accurate, and thorough execution of payment processing and recording for in-scope Food Group entities in accordance with defined service level agreements (SLA) and key performance indicators (KPI).

Key duties and responsibilities:

● Processes high volume of incoming and outgoing payments accurately using various methods, such as credit/debit cards, electronic fund transfers (EFT), checks, and mobile payment platforms
● Enters payment details into the system accurately and verify the correctness of all transaction information, including account numbers, payment amounts, and payment dates
● Timely submits requests for funding to Treasury to cover payments
● Maintains detailed and organized records of all payment transactions, correspondence, and related documentation (e.g. OR). Ensure that records are updated in compliance with data privacy regulations
● Monitors payment transactions for signs of fraudulent activity and take appropriate actions to prevent unauthorized transactions. Collaborate with the security and risk management teams to mitigate potential risks

● Randomly audits proper matching of receipts with the payment posted
● Receives and deposits excess cash from cash advances and provides receipts to the employees
● Manages the revolving funds (peso and dollar) and petty cash funds issued to employees/custodians
● Coordinates with bank partners for different bank transactions such as Manual MC Request, Check Transfer/Cancellation/Pull-out, Accomplishment of Bank Application Forms, etc.
● Monitors issued checks and facilitates the crediting back of cash to bank account for those checks that went stale
