Data Management Associates are responsible for supporting the Data Management workstream within the AGS Implementation process for MSP or Procurement Solutions projects. The Data Management Associate is responsible for collecting and tracking incumbent worker data from a variety of sources, analyzing data gaps, validating data and transforming data for upload. The Data Management Associate will be responsible for discovering and resolving gaps in data to prepare the information for loading into a VMS. The Data Management Associate will attend all internal and external project calls, and report workstream status. The Data Management Associate will build the necessary relationships between outside vendors, clients and internal project teams to complete project tasks on deadline and with quality. Data Management Associates will partner with Data Management Analysts to quality check/audit data loads as part of their training. Data Management Associates are also expected to work on various projects including audits, rate card / worker modifications and other general team projects. Key Responsibilities:

• Work within a team to collect, organize and validate data using a proprietary AGS data collection tool
• Follow up on outstanding data from outside vendors
• Analyze data for gaps and/or errors in large data sets, work to resolve data issues
• Prepare load templates for upload into Vendor Management Systems (VMS)

The main purpose of the Project Manager is to plan, coordinate, and oversee all aspects of a construction project from start to finish. About the team:

The individual will be responsible for the following tasks:

• Capacity-building for FRM in DPWH through its CPB Unit and community-based flood risk management;
• Assist the Capacity-building (CPB) Unit of the DPWH in preparing detailed capacity building course programs for the 2nd to 4th Year capacity-building programs composed of Pilot River Basin Studies;
• Lead in Pilot River Basin Studies, including capacity-building on the process of master plan studies to the participants from CPB Unit and Regional Offices (ROs), including District Engineering Offices (DEOs) in the 2nd and 3rd Year, and assist in Pilot River Basin Study in the 4th Year;
• Coordinate with DPWH and related agencies for smooth implementation of the capacity-building for the FRM;

• Oversee and manage the experts involved in the development of AMIS-FRM;

• Review existing information systems;
• Develop the detailed design of the hardware and software components of AMIS-FRM and prepare the TOR for AMIS-FRM application development;
• Support the system development contractor in the system and database design;
• Provide quality management of the AMIS-FRM applications;
• Develop manuals and training materials on the AMIS-FRM; and
• Provide training on the operation of the field data collection system and database management system to the DPWH staff.

Role Description

The Construction Management Specialist will be based in Manila Project Office with frequent travels to project sites, as deemed necessary, which shall have the following responsibilities:

• Liaison with the different contractors and implementing agencies.
• In charge of construction supervision teams for the three (3) river basins, hence acting as the Engineer in administering the civil works contract.
• Supervise the works of the resident engineers based on the project sites.
• Monitor the progress and quality of construction works.
• Ensure contractors’ compliance and adherence to the contract conditions and specifications.

The Team Leader/Project Management Specialist will provide the following services:

• Over-all liaison with the implementing agencies;
• Maintain good coordination among the Client, Asian Development Bank (ADB) and other stakeholders;
• Coordination of the input and output of the sub-teams (Outputs 1, 2 and 3) of consultants (both in the field and home based);
•  Quality control of work carried out and output delivered by the sub-teams;
• Provide guidance to the sub-teams to ensure that the work meets the required standards and done within the agreed schedule;
• Over-all management and administration of the contract;
• Review and, if necessary, update the project implementation schedule with disbursement and contract award schedule;
• Reporting to the implementing agencies on progress of the work carried out by the sub-teams and the progress in achieving the goals and indicators of the project;
