ThinkWell has a growing project portfolio in the Philippines and is seeking a Technical Advisor (TA). The TA will provide expertise in health financing and health systems strengthening as part of ThinkWell's technical support to the USAID TB-Free Luzon Activity, which is implemented by University Research Co., LLC (URC). The project aims to strengthen tuberculosis control and care in the Philippines by reducing the TB burden while ensuring financial protection for patients through sustainable, locally driven health system solutions. ThinkWell's role focuses on strengthening TB service delivery platforms through sustainable financing and UHC integration, working closely with the Department of Health, PhilHealth, and Local Government Units to optimize financing mechanisms and build local capacity.
The TA will provide technical leadership and strategic guidance in integrating TB services within the Philippines' Universal Health Care (UHC) framework. The role will focus mainly on sustainable financing mechanisms and health system strengthening, especially at the subnational level.
The Technical Advisor will report to ThinkWell's Senior Technical Advisor and will coordinate closely with URC's Objective 3 lead for the TB-Free Luzon Activity. This is a fixed-term position based in the Philippines.
What you’ll do
Technical Leadership
· Provide technical assistance in designing and implementing sustainable service delivery and financing models for TB services within the UHC framework
· Support the integration of TB services into local UHC implementation plans across Luzon, ensuring alignment with broader health systems strengthening objectives
· Lead the development of strategies to mobilize and optimize funding for TB program through innovative and sustainable approaches
· Coordinate with DOH and PhilHealth to review and enhance policies and financing mechanisms for TB services
· Support policy development and refinement of local policies to improve efficiency and effectiveness of TB control programs, specifically in the area of health financing
· Support the scale-up of any identified innovative and high-impact health financing interventions across Luzon
Stakeholder Engagement
· Work closely with DOH, PhilHealth, and LGUs to strengthen health system capacity for effective TB service delivery
· Assist in facilitating partnerships between public and private sector stakeholders to expand access to TB services
· Coordinate with URC and other implementing partners to ensure alignment and consistency of technical approaches
· Support capacity-building initiatives for local health officials and service providers on sustainable financing for TB services
· Participate in technical working groups and coordination meetings as required
Monitoring and Technical Documentation
· Support the development and implementation of monitoring frameworks to track progress of TB service integration within UHC
· Support the preparation of work plans and provide technical input for quarterly and annual progress reports
· Contribute to the production of high-quality learning outputs and provide written inputs into technical documents, project reports, concepts, blogs, articles and other strategic documents for publication and dissemination.
· Support project data analysis and interpretation for program improvement
· Support the assessment and documentation of TA implementation including LGU good practices and lessons learned
Project Management
· Function as the primary lead for ThinkWell’s implementation of the TB-Free Luzon Activity work plan, ensuring high-quality delivery of all technical assistance and capacity building activities
· Contribute to work plan implementation, monitoring evaluation and learning by coordinating activities across internal teams, consortium partners, and external stakeholders, ensuring effective collaboration, harmonized approach, and timely delivery of outputs.
· Ensure compliance with USAID reporting requirements, including preparation of quarterly and annual reports
· Monitor project deliverables and performance against targets, and propose course corrections as needed
· Produce high-quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.
· Manage project documentation and contribute to ThinkWell's institutional knowledge management
1. BA/BS and 7+ years experience or graduate degree and 5+ years of experience;
1. Substantive, relevant work experience in health system strengthening and health financing in the Philippines.
2. Strong understanding of TB control programs and Universal Health Care implementation
3. Demonstrated ability to be a respected team player for political engagement and citizen participation in complex local government-based health planning and participatory budgeting for health;
4. Experience working with government institutions, particularly DOH and PhilHealth
5. Proficiency in monitoring and evaluation methodologies
6. Excellent data analysis and interpretation skills
7. Adept at communicating technical information to non-technical audiences.
8. A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work;
9. Full English and Filipino fluency;
10. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;
11. Ability and willingness to travel up to 25%.
