Position can be based out of a number of SE Asia locations where Oxfam has the ability to hire.

Project Officers based in Oxfam country offices in Nepal, Philippines, Bangladesh, Indonesia; Regional Director and Regional Humanitarian Coordinators; Oxfam America (OUS) Humanitarian team, and Disaster Risk Reduction (DRR) working groups as necessary.
PURPOSE OF THE POSITION
The Senior Program Manager leads the planning and implementation of all aspects of Asia Community Preparedness and Transformation (ACT II) program. This role ensures the integration and success of programmatic activities, supports the establishment of a body of evidence demonstrating impact, and acts as the primary representative for senior-level communication in collaboration with participating countries and stakeholders. They will also be responsible for further development opportunities within the existing donor.
PRIMARY RESPONSIBILITIES
Program Oversight 95%:
•Lead the development of the in-country strategies for the program ensuring alignment with Oxfam Humanitarian goals and donor expectations, in collaboration with the in-country focal points.
•Partner with in-country officers to lead and develop annual operational plans and budgets for each country covered in the regional program.
•Provide guidance and mentorship to country teams fostering collaboration and program quality.
•Build and maintain relationships with country and regional teams and other Oxfam affiliates.
•Lead the allocation of the Emergency Response Fund through the Steering Committee and oversee all expenses and contractual arrangements in a cost-efficient manner consistent with Oxfam regulations.
•Ensure program quality by facilitating robust Monitoring, Evaluation, Accountability and Learning (MEAL) mechanisms,
•Coordinate and organize regional learning events and research reports to advance the evidencing agenda related to Local Humanitarian Leadership (LHL) and Disaster Risk Reduction (DRR).
•Responsible for preparing reports, narratives and financials to donor(s) and provide expert knowledge to countries in drafting and preparing country project/program reports, as needed.
•Coordinate learning and communication strategies, ensuring alignment with organizational priorities and dissemination of partners’ work through various media.
•Responsible for organizing quarterly Steering Committee meetings and additional ones as needed.
•Additional tasks as needed to fulfill the successful implementation of the program.
Fundraising 5%:
•Collaborate on strategic fundraising initiatives, including cultivating relationships with the financing institutional donor and drafting high-value proposals.

•Must be available for periodic international travel, up to 35% of the time, mainly to the 4 countries that are a part of the program but could include travel to Oxfam America HQ and other locations.
