Key Responsibilities:

 1. Project Scoping, Planning and Due Diligence

  • Conduct appropriate project studies and assessment including site visits and leads project development planning and decision-making, as follows: 

  • Oversee the review and finalization of Terms of Reference (TOR) and Employer Requirements (ER) ensuring all inputs are considered.

  • Oversee the engagement and shortlisting of potential project partners (contractor, consultant) and look after the tendering, evaluation, selection, recommendation and final selection and engagement activities and processes.

  • Review and finalize contract agreements with selected partners and manage the work performance of the selected contractors or consultants.

  2. Stakeholder Engagement, Permitting and Regulatory Compliance 

  • Will lead stakeholder relationship building and engagement and ensure that the project complies with all regulatory and audit requirements.

  • Oversee the review and finalization of required documents to secure permits and licenses (agencies, LGU’s, etc.) and lead the final review for legal and regulatory compliance to ensure smooth implementation for each project.

    Lead the conduct of project presentations, information and education campaigns and other activities to engage stakeholders.

3. Project Oversight and Control

  • Oversee the procurement, engineering and construction phase of the approved project and ensure adherence to established processes to keep the project on track to meet target completion

  • Oversee review and finalization of Terms of Reference (TOR), Employer Requirements (ER), and Invitation to Tender(ITT) ensuring all inputs are considered.

  • Manage the selection and engagement of project partners (contractor, consultant) for the project proper, looking after tendering, evaluation, selection, recommendation and engagement processes; review and finalize contract agreement with selected partners.

  • Support project management in managing contractors/consultants’ work performance, including conducting site visits when necessary.

  • Ensure effective collaboration and coordination among the different sub-teams and members working on different project aspects.

 4. Team Supervision & Leadership

  • Distribute work assignments and sets priorities and deadlines to meet committed deliverables to internal and external customers.

  • Review work output of internal team members and guides them in the achievement of quality and performance standards.

  • Engage team members and motivate them to support the achievement of team objectives.

  • Create an engaging environment where team members learn, grow and enjoy the work.

Skills

  • Project management and project development experience.

  • Experience and understanding of contract management, risk management, Health Safety and Environment management and industry regulations and compliance. 

  • Business and commercial acumen, able to understand the financial impact of decisions.  

  • Can juggle multiple responsibilities simultaneously, stay focused on deadlines, and handle complex projects efficiently. 

Qualification Requirements:

  • Bachelors Degree in Engineering, minimum 

  • Licensed Engineer 

  • Graduate degree in business is preferable

  • Five to seven years of Project Development or Management experience 

  • Three to five years in a managerial role  

  • Experience in managing multiple teams across various disciplines and geographical areas

  • Professional Project Management certification an advantage
