People in Need (PIN) Philippines is currently looking for a FINANCE & ADMIN MANAGER.
Under the direct supervision of the Head of Systems and Operations/ Country Director, the Finance Manager is responsible for mission economy, mission’s compliance with PIN and donors’ financial and admin procedures and policies. Finance Manager directly manages a small finance team and continuously works on its capacity building.
Duties & Responsibilities:
Financial Management
As a member of the Country SMT:
· quickly develops strong knowledge and expertise of PIN systems, policies, and procedures;
· Responsibility for overall country program economy (preparation of operational budget and its regular update, cost allocation planning, proper budgeting, cash flow and cost efficiency monitoring, FX rate risk, etc.)
· ensures that relevant accounting, financial and administrative management procedures and systems of the country program are in place and used appropriately;
· provides training of these procedures and systems to project and support staff;
· ensures that project and country spending monitoring tools are updated and available;
· monitors project spending and sends early alerts if spending issues;
· prepares with program leads the expenditure forecasts;
· prepares internal and donor budgets’ realignments in line with policies and procedures;
· provides regular financial overview and updates to country and project management;
· prepares financial and project reporting to the donors and HQ;
· verifies, corrects, and approves financial and expenditure reports of PIN project partners;
· manages cashflow of the country program and submits timely and sufficient fund requests;
· ensures that all transactions are properly accounted for and the financial systems are maintained, under all procedures and controls;
· plays a key role in expenditure verification, statutory and project audits (either internal or external); and
· prepares budgets of new projects.
Accounting
· responsible for integrity, accuracy, punctuality, and completeness of accounting data;
· responsible of the quality of bookkeeping;
· Responsible for the quality of posting and documentation of accounting transactions;
· administers completion of regular accounting closure operations; and
· ensures that all accounting issues and concerns are administered and acted promptly and responsibly.
Compliance
· makes sure that PIN Philippines complies with all obligations towards local authorities;
· ensures timely submission of the SEC reports;
· ensures that PIN’s registration in the PHL is valid and remains active;
· obtains any business authorisations;
· ensures registration and compliance with local administration: SEC, PhilHealth, SSS, …
· examines irregularities and non-compliance issues and ensure that findings are recorded and followed up with management so that issues can be rectified;
· ensures quality and completeness of project documentation
· sets up archiving rules and ensures they are implemented;
· performs regular checks on proper archiving of accounting, procurement and HR documents; and
· ensures that conditions and requirements of project donors are known and abided by.
- Salaries are according to People in Need Salary Scale. Candidates will be informed about the salaries in the beginning of the recruitment process
