The incumbent serves as the EDC driver responsible for the safe transport of project staff and ensuring the vehicles are properly maintained and in good condition. The person in this position requires familiarity with practices and procedures, must be able to perform the full scope of tasks with a minimum of supervisory guidance. Ability to exercise judgment and observe pertinent traffic regulations. This position reports to the Operations & Procurement Manager. The NCR Hub covers operations in Pasig City, Valenzuela City, Quezon City, Angeles City and Legazpi City. This position is located in Pasig City.

Essential functions include:

• Safely transport EDC staff and visitors.
• Perform daily inspection of the vehicle, alert supervisor of any maintenance issues.
• Keep the vehicle clean, in serviceable condition and perform minor preventative maintenance.
• Maintain and update daily vehicle/passenger log.
• Properly record gasoline consumption.
• Assure that the vehicle is equipped with the proper equipment (first aid kit and other safety tools and devices).
• Assure accidents are reported to supervisor in compliance with the EDC policies and procedures and applicable local laws.
• Plan travel routes and requirements by studying schedules and requests.
• Pick up and deliver mail and other materials, bank, and other errands as necessary. 
• Assist the project staff in the delivery of O2 supplies and goods to/from the venues. 
• Assist the Admin/Operations Officer during staff travel, workshops, meetings, and other project activities. 
• When not performing driver’s functions, assist in photocopying, scanning, binding, or other entry-level clerical tasks. 
• Coordinate with the Admin/Operations Officer on driving services and other miscellaneous tasks; and 
• Performs other related tasks as required by the Admin/Operations Officer.

The Private Sector Coordinator, under the supervision of the Private Sector Manager, will provide technical guidance and support to the program in private sector engagement and entrepreneurship in project sites, and focus on bridging or transitioning youth program completers with employers or self-employment opportunities.
 

Essential Functions 

The Private Sector Coordinator’s specific responsibilities will include, but are not limited to:
- Provide technical assistance to the Youth Development Alliances (YDA) to support their capacity improvement in the following areas. This will be conducted in coordination with the Youth Development Coordinator (YDC).
         a) information-gathering regarding employer and industry labor/manpower needs and self-employment opportunities; and
         b) continuous relationship-building with prospective local employers and local industry players.

- Support the YDA in conducting their periodic region-specific labor market assessments (LMA) and using the results to inform programming and ensure alignment of youth skills development with employer and industry needs.

- Support capacity building of selected TVET institutions and universities in conducting and analyzing localized LMA, with the support of the YDC.

- In coordination with the YDC, support capacity building of local training service providers and partners to offer effective employment services for youth as well as implement job intermediation services.

- Assist the YDAs to mobilize local networks of stakeholders who can collectively match learners/trainees and graduates with existing opportunities highlighted by the LMAs as well as provide recommendations to address skills gaps through training provision.

- As needed, support the YDC in providing technical assistance to youth service providers and YDAs to ensure they use a holistic lens when conducting outreach to the private sector, through EDC-led training/workshops for YDA and youth network.

- Support the YDC in the implementation of community employment opportunity mappings within their region/province/city by engaging the Local Government Unit (LGU) representatives, the DepEd ALS and TESDA, schools, community-based organizations (CBOs), associations of entrepreneurs and chambers of commerce, representatives of parents’ associations, and other education stakeholders.  

- Working closely with the Private Sector Manager, Youth Development Coordinator and other Private Sector Field Officer(s), participate in planning and support the conduct of city/municipal project launch activities.

- Serve as the Opportunity 2.0 main liaison with private sector stakeholders and other local partners in his/her area of responsibility to ensure close collaboration in all aspects of Opportunity 2.0 technical programming.

- Establish and sustain partnerships with private sector as well as identify and negotiate opportunities for work-based learning, employment, self-employment, and entrepreneurship.

- Working closely with Private Sector Manager, plan and develop strategies to maximize engagement of private sector as well as gain its commitment to maintain its support to vulnerable youth.

- Oversee the tasks of the Private Sector Officer to ensure program components, in relation to private sector engagement and partnerships, are harmonized across the sites and completed as required.

The Monitoring and Evaluation (M&E) Officer reports to the Manila-based Senior M&E Manager and is responsible for coordinating monitoring, evaluation, and reporting activities under the award in the O2 implementation sites. This is a regular full-time position based in Pasig City. The M&E Officer ensures timely communication of data to the Senior M&E Manager. S/he works with the Senior M&E Manager on the development and management of the Monitoring, Evaluation and Learning (MEL) Plan.
 

Essential Functions 

The M&E Officer’s specific responsibilities will include, but are not limited to:

- Work with the MEL Team in designing, testing, and translating various M&E and research tools as well as activity monitoring plans and research work plans.

- Lead the implementation, coordination, and supervision of MEL activities in the assigned project sites.

- Perform or assist in data collection, data entry, data validation, and data quality assessment.

- Train field interviewers in data collection as necessary.

- Provide regular updates and write progress reports on MEL activities and submit M&E data timely.

- Assist the MEL and Communications Teams in documenting project impact and success stories.

- Liaise with internal and external project stakeholders in the assigned project areas to obtain information and data related to project performance.

- Present and share M&E and research findings to internal project stakeholders in the assigned areas.

- Assist with periodic reports as appropriate and submit inputs timely.

- Provide support to other special initiatives as may be needed.

The Master Trainer/Mentor will contribute to the design and development of curriculum and training courses, and deliver O2 Training of Trainers programs, provide monitoring and coaching to O2 local partners’ trainers and facilitators, and support TESDA and DepEd ALS administrators. S/he will organize, lead, or co-facilitate meetings and workshops as needed. 

Essential Functions

The Master Trainer/Mentor’s specific responsibilities will include, but are not limited to:

Curriculum and Instructional Materials Development

• Participation in consultative meetings and needs analysis for curriculum and training program design and development.
• Review, enhancement, writing, and creation of curriculum, blended learning, and instructional materials related to O2, which includes, but is not limited to modules, interactive audio instructions, complementary materials, and contextualized materials, among others.
• Review, enhancement, and development of instructional materials used for training of trainers, which includes, but is not limited to facilitator’s guides, participant handbooks, training presentation decks, online worksheets, and training handouts.
• Development and implementation of process flow for the creation of curriculum and instructional materials that involves instructional design, materials development, review and vetting of materials, and layout and finalization of the materials.
• Analysis and evaluation of training results and contribution to the continuous improvement of training curriculum, design, and instructional and learning materials.
• Creation, maintenance, and updating of a database of curriculum and instructional and learning materials developed by the O2 Technical Team.

Training Design and Implementation

• Planning and implementation of activities to strengthen systems service delivery, such as training higher education or training institutions, ALS providers, TVIs and TTIs, and other partners on life skills, 21st century skills, workforce readiness training, youth entrepreneurship, and other topics related to the goals of O2.
• Planning and implementation of a face-to-face and blended professional development training programs for ALS implementers in close coordination with the IR 1 Team and DepEd
• Planning and implementation of activities to strengthen systems and service delivery in TESDA trainers’ professional development and continuing education in close coordination with the O2 Team.
• Development, planning, organization, and facilitation Training of Trainers workshops (TOT) and refresher training on, but not limited to O2 curricula, Positive Youth Development, and systems-strengthening topics, for representatives of DepEd ALS, TESDA, the private sector, the Youth Development Alliances (YDA), Department of Trade and Industry, Philippine Employment Service Office, People Management Association of the Philippines, higher education institutions, youth service providers and trainers, and other partners and champions.
• Creation and review of training designs, learning materials, and monitoring tools for O2 training activities based on feedback from training partners
• Leading the delivery (actual training implementation) of capacity-building programs for multipliers and service providers at the National, Regional, Provincial, or City/Municipality level.

Curriculum and Program Implementation Guidance and Coaching

• Provision of support and monitoring of training of trainers’ programs and multiplier training programs on O2 curricula conducted by DepEd ALS, TESDA, and local partners.
• Provision of support to the O2 technical teams for the provision of monitoring and mentoring to DepEd ALS, TESDA, and local partners on the implementation of O2 curricula.
• Provision of support to local training providers to help integrate Work-Based Learning (WBL), entrepreneurship training and coaching, and technical training into their existing programs and services for DepEd ALS and TESDA youth.
• Provision of timely feedback, mentoring, and coaching to learning service providers to ensure high quality training activities at the field level.

Cross-Functional Alignment

• Provision of support and assistance to the O2 technical teams in co-developing and delivering trainings and support for implementing workshops, forums, and other learning events at the national and local level. 
• Provision of support in the dissemination of project-wide assessments results for good practices awareness.
• Provision of support to the O2 technical teams in effectively communicating the plans, outputs, and outcomes of training and delivery of O2 curriculum to DepEd ALS, TESDA, and local partners.
• Provision of support to the Grants Team and Youth Development Team Leaders to support and monitor the implementation of O2 curricula in their respective sites.
• Alignment with the Monitoring and Evaluation Team in ensuring quality of training and target goals are reached.
• Alignment with O2 staff in planning and delivering training sessions led by other teams, as needed, and provide technical inputs to team meetings and written materials for quarterly reports.

The Lifelong Learning Coordinator, under the supervision of the Lifelong Learning Specialist, will provide technical guidance, research support, coordination work and conduct of workshops in areas relating to identifying and addressing barriers to the transition and reengagement of out-of-school youth to education and training systems. This will involve establishing and maintaining good relationships with appropriate personnel in post-secondary institutions, including senior high schools, colleges, universities, and technical vocational education and training institutes across the country, synthesizing literature and reports, identifying gaps in supporting youth to transition to further education and training through securing scholarship and financial aid provision for out-of-school youth, and helping identify recommendations for policy and program directions relating to lifelong learning.

Essential Functions

The Lifelong Learning Coordinator’s specific responsibilities will include, but are not limited to:
• Serve as O2’s main liaison to stakeholders offering post-secondary education services, such as colleges, universities, senior high schools, and technical vocational education and training institutes in his/her areas of responsibility to determine barriers and opportunities for equal access to further education and training for OSYs. This work includes:
▪ Work with the O2 Youth Development Team (YDT) and the O2 Technical Education and Skills Development (TESD) Team to facilitate dialogue between further education stakeholders and identify reasons as to why youth become and remain out of school, secure scholarships and financial aid for eligible youth, and arrange for partnerships with institutions to deliver education counseling services and Life Skills modules;
▪ Work with the O2 Monitoring, Evaluation and Learning (MEL) Team and the O2 Grants Team to aggregate information and insights related to the transition of OSYs to further education and training based on O2-produced reports and studies, and reports from various grantees aligned with policies issued by government agencies;
▪ Write reports and present insight to O2 management as to why there are persistent barriers in the transition of OSYs to further education and training and help to identify ways in which OSYs could have access to lifelong learning opportunities;
▪ Help design national-level strategies for engaging post-secondary education services to provide OSY support for ensuring equitable access to further education and training; and support the YDT to contextualize the strategies based on the situation in each of the various O2 sites.
• In partnership with the Lifelong Learning Specialist, track policy and activity movements at the local level and propose ways to align directions related to academic bridging, college readiness and preparation, and lifelong learning, and identify areas that need to be elevated for broader national-level discussion;
• Support the TESD Coordinator in establishing and maintaining relationships with TVI associations in O2 sites to secure scholarships for youth;
• Support coordination activities with the O2 MEL team to implement data-gathering activities for progress monitoring, impact assessments, and operations research and learning purposes, including supporting the Youth Development Team to track further education transitions in his/her areas of responsibility;
• Provide support to the Lifelong Learning Specialist for implementing workshops, forums and other learning events at the local level to disseminate results of project-wide assessments, communicate innovative approaches and good practices, and share research findings, as appropriate, for the purpose of knowledge-sharing and for building or sustaining partnerships.
• Actively contribute to the project communications plan by regularly providing documentation of significant events, success stories, and key activity materials to feature in USAID weekly highlights, EDC newsletter, and press releases.
• Prepare work plans and activity reports.
• Provide feedback on further education sector activities and other implementation concerns at the field level in coordination with post-secondary institutions and in support of the Youth Development Team.
• Provide technical inputs to O2 project team meetings and written materials for quarterly reports.
• Actively participate in fostering a collaborative environment between technical teams in the field and Admin, HR, and Finance departments.
• Comply with project and organizational policies on technical activities with regards to security, human resources, financial and grants management, the confidentiality of documents and information, and the like.
• Comply with EDC’s administrative and HR regulations, including policies and procedures on performance management and annual performance review.
