The organization is engaged in the recruitment and placement of manpower for overseas employment, primarily focused on construction projects in the oil and gas industry. It serves as the recruitment agent for a Construction International company based in Singapore, and exclusively supplies manpower to projects undertaken by the Corporation, a recognized EPC (Engineering, Procurement, and Construction) company headquartered in Yokohama, Japan.

The General Manager has overall responsibility and accountability for managing operations, ensuring the deployment of qualified Overseas Filipino Workers (OFWs) is fulfilled efficiently and effectively. They ensure compliance with relevant rules and regulations governing recruitment and mobilization of Filipino workers, as specified by the Department of Migrant Workers (DMW), while maintaining the organization’s financial stability.

The General Manager leads efforts to identify, evaluate, customize, and implement opportunities to drive business growth in the coming years. They also strengthen employee engagement and foster a dynamic work environment to ensure employees maintain high professional standards and loyalty to the organization.

Responsibilities:

• Manage compliance with Department of Migrant Workers (DMW) regulations.
• Oversee HR, accounting, and finance functions, including payroll and invoicing for OFWs and other deployed personnel.
• Ensure accurate financial reporting, variance analysis, and compliance with tax and statutory requirements.
• Coordinate with internal teams (HR, project department) to address recruitment, documentation, and overseas deployment issues.
• Plan future business opportunities, identify new business potential, and manage costs effectively.
• Maintain regular communication and manage relationships with key external stakeholders, attending important meetings as needed.
• Oversee the operations of the project HR department to optimize resources and efficiently mobilize approved staff.
• Develop strategies to improve manpower supply models, enhancing recruitment, deployment, and retention processes.
• Work with accounting, finance, and administration to ensure financial stability and compliance with corporate and regulatory requirements.
• Provide insights and recommendations on financial performance, business risks, and strategic initiatives.
• Investigate and pursue opportunities that could enhance business potential, operating capabilities, and financial status.
• Liaise with Corporate & Legal, DMW, BIR, and other relevant government agencies on regulatory matters affecting operations.
• Collaborate with various external and internal offices across departments (HR, construction, planning, health and safety, overseas administration) as needed to address relevant concerns.
• Foster a positive work environment through employee engagement, development, training, and teamwork.

Must-have Skills / Qualification:

• 10+ years of professional experience in a progressive company.
• 5+ years in a managerial position handling operations, HR, or finance.
• Familiarity with financial and accounting fundamentals (e.g., balance sheets, income statements, tax regulations).
• Must be able to problem-solve with common sense and work with diverse teams.
• knowledge of Department of Migrant Workers (DMW) regulations and proven ability to manage compliance.
• Experience overseeing HR, accounting, and finance operations, including payroll and invoicing for OFWs or similar deployed personnel.
• Strong background in financial reporting, variance analysis, and ensuring compliance with tax and statutory requirements.

Your responsibilities will be, but not limited to:

• Leads and oversees the group monthly close and global consolidation of actuals, ensuring complete and accurate financial in accordance with International Financial Reporting Standards (IFRS). 
• Manages and reviews close activities including journal entries and account reconciliation. 
• Leads and reviews monthly consolidation and financial reporting, including investigation and clearing of intercompany balances, closing and consolidation errors. 
• Overall accountable in the compilation of the consolidated balance sheet, income statement, statement of cash flows and other executive reporting requirements.
• Responsible in the review, analysis and presentation of the Group Cashflow and Working Capital to the CFO and the submission of the corresponding BOD slides.
• Leads the submission of the Financials required in the Group Audit and the compilation of all the audit requirements associated with the FS.
• Works with cross functional teams in addressing challenges, issues, and risks in the closing process to ensure timely and accurate books closing.
• Leads the debrief meeting to discuss closing issues with respective teams with the objective of keeping the best practices and improving on and addressing the gaps.
• Overall accountable in the tracking and monitoring of the GL and Consolidation KPIs and the presentation to the Group Finance Director and CFO
• Provides guidance to all subsidiaries to ensure consistency in consolidated financial reporting and applications. 
• Leads the balance sheet justification to ensure accurate and complete representation of the financial position of the company’s consolidated balance sheet. 
• Drives process improvements and assists with system transformation projects.

JOB DESCRIPTION:

Preparation and Presentation of consolidated financial statements 

• Prepare group consolidated financial statement and reports to internal and external stakeholders. 

• Understand financial statements and be able to explain to management any variances vs prior periods. 

• Coordinate with other finance functions in monthly closing process to ensure closing timeline is met.  

• Perform month end closing activities including but not limited to bank/cash reconciliation, timely and accurate processing of journal entries (Fixed Asset Depreciation, Intangible Asset Amortization, Prepayment Expense, Payroll entries and other adjustments and corrections as needed), Intercompany balances reconciliation. 

• Perform balance sheet reconciliation and analyses of balance sheet accounts. 

• Ensure accounting transactions comply with international standards. Give advice on best practice of accounting for complex transactions. 

Managing annual audit process 

• Liaise with external auditors and assist in annual audit process for the Group and for key subsidiaries in Asia, ensure that audits are completed in timely and satisfactory manner. 

Managing changes and improvements to internal finance processes 

• Be involved in finance process and system improvement projects, representing general ledger function and giving support including but not limited to cleaning up data for system upload, balance re-classifications or corrections, user acceptance testing. 

Managing Team 

• Manage a team of 6 General Ledger accountants. 

• Define KPIs for each finance function to monitor productivity, efficiency, quality and customer satisfaction.

Role Responsibilities

The General Manager –Software Engineering is responsible for (but not limited to):

• Owning the development and implementation of strategy for one or more functional areas, in line with broader Datacom strategy.
• Collaborating with other senior managers to establish strategic plans and objectives. Planning, personnel, budgeting, managing expense priorities, and recommending and implementing changes to methods.
• Involved in development of methods, techniques, and evaluation criteria for projects, programs, and strategy.

• Supporting Sales, Presales and Technical teams across Datacom ensuring an aligned go[1]to-market approach focused on growth and mutual benefit between Datacom and our customers.
