The Labor Relations (External Services Officer) is responsible for the effective management and implementation of subcontracting to ensure the compliance of subcontractors in accordance with the Government Regulatory and Company’s business requirement.

1. Guide the department in planning the work to be subcontracted that is aligned with the goals of the projects as well as identification of qualified subcontractors. 
2. Recommend improvements, implements and monitors subcontracting process and procedures. 
3. Recommend, proposes improvement on subcontracting procedure in the system. 
4. Support in the execution of  subcontracting signed agreements.  Ensures all the requirements are submitted and complied. 
5. Consolidates and ensures subcontractor’s concern and/or incidents not limited to operational issues are resolved swiftly and recommend resolution. 
6. Facilitates approval of additional subcon plantilla, consolidates and updates on the plantilla registry. 
7. Ensures that subcontractors are informed and updated on the requirements of concerned departments. 
8. Ensures and monitors compliance of the service provider to applicable wage orders. 9. Ensures accurate and timely reporting of HC and Subcontractors business Compliance 
9. Conducts and ensures requirements on performance evaluation to all contractors are being taken religiously 
10. Conducts regular meetings with subcontractors to keep track of performance. 12. Prepares budget for any related subcon expenses. 
11. Understands legal requirements at execution level related to management of Subcontractor, reducing legal risks and ensuring regulatory compliance. 
12. Coordinates with HR and Legal on legal compliance.

• Maintains and updates employee records in the physical 201 folders and in the HRIS

The Safety Specialist is responsible for coordinating and implementing Occupational Safety and Health plans and programs of Pilmico.  He/she inspect workplaces for adherence to regulations on safety, health, and the environment. He/she also develops programs to prevent harm or injury to workers and damage to the environment.

Key Roles & Responsibilities:

1. Identifies and evaluates hazardous conditions and practices in the workplace. Conducts on-site inspections to assess physical conditions and safe work practices. Implements immediate corrective actions appropriately.
2. Develop controls for identified hazards and unsafe conditions. Measures and evaluates the effectiveness of the hazard control system, policies, and procedures and recommends changes if necessary.
3. Reports, analyzes, interprets all incidents, or accidents and loss. Review injury and property damage reports. Prepares comprehensive recommendations for corrective action of an incident. Develops and implements recurrence prevention programs and procedures. 
4. Provides continuing education and oversight to all employees, business partners and other third parties to ensure consistent implementation of plans and programs. 
5. Directs industrial hygiene, occupational and general safety programs to ensure a safe environment and comply with safety standards. 
6. Facilitate compliance with occupational health and safety (OSH) guidelines. He/She will provide advice on measures to minimize hazards or unhealthy situations. He/She will also be on a constant lookout for violations.
7. Implements fire prevention and protection programs and organize fire brigades to ensure maximum safety. 
8. Serves as Secretary to the health and safety committee; (prepares minutes of the meetings; report status of recommendations made; notify members of the meetings; and, submit to the management a report of the activities of the committee, including recommendations made
9. Acts in an advisory capacity on all matters pertaining to safety for the guidance of the management and the workers
10. Acts as Driver Trainer and Defensive Driving assessor in support of Driver Safety program of the company 
11. Conducts investigation of accidents and submit his separate report and analysis of accidents to the management 
12. Conducts safety inspections on a daily basis and recommend/suggest corrective actions 
13. Conducts risk assessment processes such as Hazard Identification Risk Assessment and Control (HIRAC) and Job Hazard Analysis (JHA) 
14. Maintains or help in the maintenance of an efficient accident record system and coordinates actions taken by supervisors to eliminate accident causes 
15. Provides assistance to the government agencies in the conduct of safety inspection, accident investigation and any other related programs 
16. Coordinates with different departments in communicating the safety performance, compliance and policies of the company
17. Adhere and support the strict implementation of ASF protocols.
18. Support Farms in the execution of self-managed Safety activities and audits
